Building up infrastructure, raising initial capital and training the staff
March 22,1989:

Service and Consultation in Informatics Company – shorly called SECOIN was established pursuant to Decision No.01/QĐTL of Vietnam Informatics Association. The company with 22 stock holders who were mostly scientists, researchers of Ha Noi Polytechnic University, of Military Technique Institute, of Vietnam Informatics Association and was lead by Mr. Dinh Xuan Ba (Vice President of Vietnam Informatics Association, Chief of Informatics Department of Ha Noi Polytechnic University) as General Director and Mr. Nguyen Quy Son (General Secretary of Vietnam Informatics Association) as Vice General Director . The initially mobilized capital was equal to USD 4,290.
The first key staff of SECOIN were Mr. Dinh Xuan Ba, Mr. Tran Gia Khiem, Mr. Nguyen Dang Hau, Mr. Nguyen Trong Bao, Mr. Nguyen Van Than, Mr. Dinh Hong Ky and Ms. Dinh Bich Tho.
The first head office was situated at No. 9, Da Tuong Str., Ha Noi. The main activities were to supply computer equipment and products, service and informatics training.
June 10th, 1990:
Establishing SECOIN - Thai Binh Branch, the manager of which was Mr. Le Trong Viet.
July 1990:
Establishing SECOPRA (abbreviation of SECOIN in Praha) with Czech judicial status, the director of which was Doctor Duong Quoc Hang.
April 13rd, 1991:
Opening new head office at No. 40 Ba Trieu Str., Ha noi.
August 1991:
Establishing SEKOPOL Sp. z o. o. (abbreviation of SECOIN in Poland) lin Warsaw with Polish judicial. The company's President was Mr. Wiktor Kubiak, Managing Director was Mr. Dinh Hong Ky.
October 1991:

Establishing SECOBER (abbreviation of SECOIN in Berlin) in Berlin with judicial status of Federal Republic of Germany and appointed Doctor Nguyen The Long (SECOIN' S Diplomatic Manager at the time being) as Manager.
Establishing Joint Venture Russia - Vietnam INTROS in Rostov with INTERNAUKA centre of Rostov Integrated University in accordance with Decision of Finance Ministry of Federal Republic of Russia. A staff of 12 people from SECOIN took part at the Joint Venture . Doctor Hoang Van Lam - Representative for SECOIN - was Vice President of Management Board of INTROS Joint Venture.
December 1st, 1991:
Secoin became the official member of the Vietnam Chamber of Commerce and Industry.
December, 1991:
Establising Poland - Vietnam Joint Venture called "NiB" Sp.z.o.o. in Warszawa between SECOIN and SEKOPOL in accordance with Decision of Warsaw People Notary Office. Mr. Dinh Hong Ky was President. Members of Management Board were Mr. Wiktor , Ms. Doan Tuyet Nga, Ms. Dinh Hoai Giang, Mr. Hoang Thanh Vinh and Mr. Nguyen Thanh Hoa.
December 5th, 1992:

Hanoi’s People of Committee issued Decision for changing Service and Consultation in Informatics Company Secoin into Service, Commerce and Investment Company Secoin Co., Ltd. Founders of the company were Ms. Doan Tuyet Nga, Mr. Dinh Xuan Ba, Mr. Dinh Hong Ky, Mr. Dinh Xuan Hung (later replaced by Mr. Nguyen Trong Bao). Mr. Dinh Xuan Ba was the President and General Director of the company. The initial legal capital of the company was 552,400,000 VNĐ.
This is an important milestone in the history of development of Secoin as one of the first limited liability company of Vietnam.
April 1993:

Polish Ministry of Foreign Economic Co-operation assigned SEKOPOL to be on behalf of Poland to receive the debt settlement by natural rubber from Vietnam through Vietnam National Rubber company (GERUCO).
This event was a pride of SEKOPOL in particular and of SECOIN in general – The company was entrusted to take part in projects at national level.
November 4th, 1993:
Opening new head office at room 9 - 12, 3rd floor, Cho Hom, Pho Hue, Ha noi.
